Film over 1.4 core...?

Just recieved my 1.4 cpu. It has what appears to be a veryj thin
coating over the core kernel. It has a greenish tint to it. Is this
normal? Do I apply the AS2 right over the top of it?

There is a normal coating that is quite hard that must be left in tact.

It's a green core alright. Don't scratch it ! Leave it as it is. Apply ASII on top of it.
