I know that BT, Limewire, Kazaa, etc are blocked. What would I be able to use? IRC? Usenet? Directconnect? Or are those blocked as well?

If they do, do you think they'd carry newsgroups that exist only to share illegal materials? Probably not, that stuff takes up tons of space. If they do, they'd probably only hold it for a day or two.
 
There is this really cool program called Amazon Amanda that was designed for college networks.. the network is huge here at the UW and I've heard good things from some friends at UCLA as well
