file tagging in windows 7?

Is there a way or is there software that can tag/comment certain files and folders in Windows 7 and then search according to tags? I've found some similar but they seem to only work in windows xp. Thanks!
 
you could create a library as a tag and put files in that library, then when you open that library those files are "tagged" in it.
