File Sharing Error - how do you stop it

I'm consistently getting file sharing errors in 2000 whenever i try to uninstall a program or delete a file i no longer want. Only want to get rid of it is to reboot, then i am allowed to delete it. This doesnt happen all the time, but its happens here and there. I know it not a hacker or anything, firewall and blackice prevent any of that. Is there a command or something to show which files are in use when you get this error. More annoying than anything.

my guess is that there is a program running using those files. u can kill programs/process's with the task manager thingie, until it lets u delete the files. but rebooting would prolly be easier :p
