File menu missing in Explorer under Win2k

On two of the Win2k systems in my class, the file menu is missing from the bar in Explorer. Edit, view, favorites, tools, and help are all there. Is this a policy problem? I rebooted.
 
Hmmm...

With Explorer open: Press Alt-F, anything pop up? If not, then hit C

If the explorer window disappears, then the "File" menu is there, just hidding somehow. *Cool!*
