Question File copy with custom filters and destination

Can anyone recommend me software that can copy files to different destination folders based on custom filters? For example, on my phone - photos are saved as "P_YYYYMMDD_timeofday.jpg" files, all lumped into one folder. So the filename specifies date and time it was taken. I'm looking for a way to copy the files to a backup drive, organized by folder - so that photos taken in February 2019 will get copied to a folder named "2019-02" on the backup drive. Is there software that can do this automatically, instead of me doing all this manually? Or maybe there's a way to script the process using batch files or such?
