Just what is says. I've never heard of it. Is it a sub-domain? If so, how do you set one up?

Most countries have their own web extensions. New Zealand's ext is .nz, while the United Kingdom's ext is .uk. I'm assuming .ws is an extension of another country.

For example:

www.theregister.co.uk is a United Kingdom website.

See here.

Edit: Or what the other people said...

ws means Western Samoa (island in South Pacific)

Yup. When it first came out, they were marketing it as "World Site", now as "WebSite" but it's actually just the country code for Western Samoa.

Can you actually register a .ws? I tried a whois search at internic and it doesn't find sh*t!
