Fiber optic = spools of orange, blue, and green cable? = Broadband soon?

They've been burying wires along the sides of US40 up here . . . are they hooking up fiber optics? If so, does that improve the possibilities of getting DSL or cable modem service?

there doing that up here also...we already have broadband but i think its for tv/phone lines im not sure...
