What are you talking about? A modem is an analog to digital modulator demodulator. Fibre is pure digital. Are you asking for a DACs? M1 mux? ATM switch? Multiplexer?

Whatever the device would be to connect PC'c and or TV type devices to a fiber optics based ISP. Trying to get ideas for what is about to take place with what some have called the supernet based entirely on fiber optics.

Fiber can run almost any protocol, so you need to find out how their existing infrastructer works. It may be FDDI, Ethernet, ATM, even Serial based (there are serial to Fiber modems). If you are designing a network to go over fiber, time to call a consultant.
