Fiber Internet Speeds (Someone explain that to me, upload speed cap)

We got fiber 100down/20ish up here in Spain.

This speed is also consistent what I measure on a daily basis and when I go to speedtest.net

But there is ONE test server on speedtest which first gives me the usual 95M downspeed, then seems to throttle downspeed to 70-80...and now comes the amazing thing...once that server throttled the downspeed and speedtest does the upload speed I am getting the full 90MB ish UPLOAD speed to the server! (Which entirely baffles me since I shouldn't get the full upload speed).

Is this a measuring error by speedtest net?

If not, how can this be explained...and better...how can I take advantage of this? How can a remote speedtest server impact/override my upload speed cap?
