fiber insulation.. r11 for 1st floor walls and ceiling... too low rating?

Is it enough?

I have 0, so it would be better than my situation.

But, that's all you're going to get (R11), in normal 2 X 4 walls unless you go to foam insulation. I still have reservations about foam though.
 
it's enough, in the NE region you'll want R30 or better in the ceiling and r20 in the lower floor, the walls don't matter near as much you could probably get buy with the 1inch r7 foam board on your outer walls. I'm assuming you have a 2 story house, the insulation in the ceilling between floors seems a little strange to me.
