Few questions regarding CPU/Ram/Mobo

Alright, got a few, I guess what you could call them is newbie questions.
1) What is the 'fsb' on CPUs? What's its function?
2) Can some sticks of memory, like a 256 ddr ram stick running at 400 mhz outperform a stick with 512 ddr ram and 200 mhz? Also, what do the latencies signify?
3) On my new mobo, Soyo Dragon Ultra Black Edition (SY-KT400 is model no), I tried using my old stick of Mushkin PC-2700 ram with the mobo, but I would get no video card/continuing beeps that were followed by a 1-2 second pause, would this cause my whole system not to boot up correctly?

1. that is the speed at which the components communicate
2. yes, if the mobo supports dual channel ddr

1) FSB is the speed at which the CPU access the system memory
2) if they are both running at 400mhz, they should perform very similar (maybe the 256 will have a small advantage) ASSUMING they are both in single channel. just know that lower latencies signify better performance
3) make sure the video card and the ram are both seated in firmly
