Feedback and suggestions on my computer

Computer:
AMD Sempron(tm) Processor 3000+
1.81 GHZ, 1.00 GB of RAM
ATI Radeon 9800 AIW
ASUS K8N ATX AMD Motherboard
PSU: 350W, some brand i got on black friday for $5

I wanted to change my fan, because the fan it came with is REALLY LOUD. I was looking at ARCTIC COOLING Freezer 64 Pro or ZALMAN CNPS7000B-Cu LED 2 Ball Blue LED but both of them would occupy the space for my ram (I think).
Can you guys post some suggestions for cheap fans but SILENT and effective?

Also, I was thinking of getting a VGA cooler and maybe a CoolerMaster PSU like Dynamiks. Well, I want to know if my computer needs to be loaded like Dynamiks.net.

i have that zalman fan (not all copper tho). it doesnt intrude with my RAM.. it would tho if you get one of those XMS Pro? RAM's that need extra space at the top.. then it would intrude 2 out of the 4 spaces i have

The list indicates that it will fit your board fine without interfering with your ram modules. If you're still uncertain look at the measurements at the top of the page and have a quick look at your motherboard with a ruler. My mate has one and they are very effective quiet coolers. By the way the performance difference between the alcu and the cu is minimal, just go with the former and save some cash.
