Well, here's the bill. I did searches for a number of possible keywords ("advertis", "drug", "bus", "subway", "public transportation", "federal grant", "local", "state", etc.) and came up with nothing.

The site may well be accurate, but without proof ("Division F, Title I, Section 303 of the bill says...") I'll still be skeptical.
