Fedora won't start my network

I modified the ifcfg-eth0 file and it still doesnt work on boot up.
I have to manually run "service network restart." I ran chkconfig to see if the network service is started on boot and it is on. Not sure what else to check.

Here's my ifcfg-eth0 file:

DEVICE=eth0
IPADDR=10.199.1.12
ONBOOT=yes
 
Need a little more info. Did it ever work on boot up? Did it stop working when you started fooling around with it? Etc...
 
got it working. turns out networkmanager disabled it for some reason after it initializes it during bootup. when i got the login prompt network services disabled itself.
i removed networkmanager and all is well now.

Now that I think about it, the one time that I tried messing with network manager I had some problems too. CLI FTW!!
