If the person at the address it is delivered to has a waiver on file, then they don't have to have a signature regardless.

Is that a rural address? If so, I don't blame them for using their common sense and leaving the package instead of having to drive back out to BFE the next day (and the next).

True, but I ship a lot of heavy, larger boxes and they all go by FedEx Ground/Home. No complaints yet (knock on wood). Not a huge demand for dumbells in my line of work.

UPS charges more, and have you read the comments from employees there? There is a thread on HardForum about employees dishing the dirt on their workplace, and the UPS comments were a little horrifying.

But then again, I think the same is probably true of most big carriers (like FedEx as well). Just depends on what sort facilities your package gets routed through. Some are worse than others.

I know some people who will not accept a FedEx package from me in certain areas because their local sort facility/crew is so bad. Luckily I don't have complaints about either UPS or FedEx in my area.
