From a very intelligent software programmer at another forum I go to:

The Air Force has acquisitioned software for "force multiplication of online presence and identity management" - basically, software that helps these paid trolls to maintain as many as a couple dozen unique "identities" that consist of permutations of gender, geographical location, political orientation, pet issues, etc.

I just read it and it isn't explicit at all but you can't take everything at face value. If the nsa isn't lying (and it is a year older than the natural news article) the former still implies that they're hiring trolls.
