f'ed up registry?

Hey, I had some problems with my pc, so I decided to restore an older registry. When I did it in dos, it said that everything was successfully put back or whatever. Then when windows loaded, I had a background that I hadn't seen for about 1 year. Explorer immediately gave me illegal operations, and I couldn't do anything. I went to dos to put back my old registry, but that didn't work because it wasn't there. I guess I didn't back it up? It's win98. Do I have to reformat now? Anything I can do? Would installing a new windows upgrade OS restore my registry?
