I swapped out an PPGA CPU for an FCPGA (not FCPGA2) CPU, and the first thing I noticed was how much thinner it was. And sure enough, my heatsink wasn't able to make flush contact with the CPU core because the plastic edge of the socket is actually a tad higher than the core. My heatsink even has a slight indentation on one side to account for this, but it wasn't enough. 
1. Is it normal for the FCPGA core to be slightly lower than the edge of the socket?
2. Is there a heatsink I can order online that is compatible and costs $10 or less shipped?
Either a bare heatsink that isn't more than 28mm tall, or a HS/fan that isn't more than 53mm tall.
