Faxing in Vista

I had to fax in a tax form last night and no matter what I did, the document I had to fax in looked absolutely awful in the preview window (jagged and full of vertical banding). I tried several times to rescan the image in different formats/qualities, but no matter what, the image looked good by itself but terrible when imported into the fax. Oddly enough, it looked better in the preview window if I didn't add a cover page to the transmission.

Is there some setting that I'm not finding to fix it or is the preview window not necessarily indicative of what the recipient will receive (I'll have to call them today to see if it came in legible or not)???
