Fax Server wont connect with some #s

We have a fax server here at work that allows people to fax directly from theri desktop.
However, there are a few fax numbers that the server will consistantly (ie: never) connect with. Countless other numbers work perfectly fine, but theres 5 or 6 that it just wont connect with. If you fax manually using the fax machine they go through n/p.

Any suggestions? I assume "get a new fax/modem"?
