Fax console and calling card in WinXP

i'm trying to fax a word document to a long distance number using the fax console that came with winxp. the line i'm on only supports local calling and 800 numbers. i put in my calling card information and sequenced it, all under the calling card tab in dialing properties.

however when i try to fax it calls the fax number without using dialing rules - aka calling card info - so the call doesn't go through. i searched in fax help and came up with the following:

Cause: Calling card information is defined per user. The Fax service is not running under the same user account as the calling card information.

Solution: Right-click My Computer, click Manage, click Services and Applications, and then in the services list, double-click Fax. Click the Log On tab, and set the Fax service to run under the calling card user account.

i accomplished this using both administrator and my personal account, which is also set as administrator. the only other account is guest. anyhow, now i get a message saying Fax server information cannot be retrieved. in the send fax wizard. what is the deal!

how do i get dialing properties and fax console to dial a calling card number when doing long distance calls?
