i would pick GIR from "Invader Zim"

show was only on for two seasons and i never saw it when it was on, but my room mate downloaded the episodes and find it pretty damn funny. GIR is always good for a laugh.

Possibly Quagmire from Family Guy. Or Brian. Just off the top of my head, and not including anime characters.
 
Homer Simpson (i.e. if Homer Simpson can be considered a cartoon character)

Otherwise, I'll just go with Tom from 'Tom & Jerry'.

i haven't really watched cartoons in awhile and i can't really remember what some of my favorites were when i was younger, however, Quagmire from Family Guy is fvcking hilarious! giggity giggity!
 
I'm 29 and I like cartoons. You don't have to be a child any more - cartoons used to be made just for children. But that isn't the case now.

While I seem to watch Family Guy or South Park the most, there aren't any good characters on those shows (Stewie is close to being a good character on Family Guy). It was going to be a tough debate for me between Bender (Futurama) or Homer (Simpsons). But then I remembered Ralph (Simpsons). Ralph wins hands down. 98% of what he says is extremely funny.
