So the police is charging everybody who was there with disorderly conduct? for what?

Public indecency would apply in any public establishment, even an illegal club.
The disorderly conduct is a charge they use when they don't have real charges. It's completely bogus, they wasted a bunch of taxpayer money and a ton of peoples time arresting all those spectators. Good lord, you can't arrest people because the business was illegal, it's not their responsibility to know if the club was a legal establishment.
