fastest single hard drive under $100

Looking to get a drive for my OS. I am currently using a Hitachi SATA 250GB and its scoring me a 5.4 on WEI(Vista 64 bit).Also noticing a lot of disk activity on boot up. I have to wait at least 2 minutes before I can open anything after bootup.I have tried removing everything from the startup list but stills same issue.

When was the last time you defragged the HD?

i thought vista automatically scheduled it for every week. When I select defragment in the properties, it says all drives scheduled for every wednesday.

When is the last time you did a good malware scan in Safe Mode?
Also use AutoRuns to see what non-Microsoft items are running.

one of the new 500Gb platter would be the fastest i think the Seagate 7200.12 500GB is around 60-70.
