Fastest fanless card without mod?

Without having to modify the cooler to make it silent or to buy from a retailer to modded it, what is the fastest fanless video card today, or what is the one with the most silent fan?

I know there are a few retailers who do the mods, but they seem much more expensive than their fanned or louder counterparts.

XFX Has a fanless 7950GT, I don't know of any stock fanless X1950XT, but they would be slightly faster.

The 7950 is the fastest fanless video card. If you want something faster you'll need to go with water cooling.

In Canadian dollars, not long ago I compared the X1650 XT which was around $130 US to the X1950 Pro which was $280 CDN.
I did buy the X1650 XT at case-mod.com since they ship to Canada. But, I found out from Fedex that the reason why they charged me a brokerage fee was because it was ground. Express includes a brokerage fee. I could have chosen another shipper/shipping method so it was partly my mistake. Of course, they told me since I didn't know, I have the option of not paying the extra $44 CDN and the shipper will be billed for that after 90 days. I'm tempted to do just that. I still have some time to decide.

There are cards with very quiet fans that from your perspective sound like they are fanless.
