Fastest and easiest tool to developer database communication ?

Hi folks,

My company need to develop a client side system that need to communicate with Oracle8i DB remotely, smart card reader/writer locally, and smart card printer locally also. We are given some *.dll files in order to communicate with the DB and also need to download the Smart Card Reader encryption key every week in order to see any update on the security key. We r also given some *.dll files to communicate with the smart card printer. Hence, I would like to know which software development tool the the easiest and fastest to develope this system. I would appreciate very much for ur kind opinion. Thank you !

What ever development tool)() that you are familiar with, will save you more time than you would save in the end if you tried to come up to speed on someone elses recommendation.
