Fast Transfer only One way....

I have a home network setup with two computers.
Both run Windows 98, and both have the same NIC cards.
Plugged into a 10mb Hub, computer A can transfer very quickly when downloading from computer B.
However, Computer B Can only download from A at ridiculously slow speeds.

What gives??????

 
Might just be the OS. Windows has a notorious reputation for it's master browser, as well as network neighborhood being slow. Does computer B ever transfer fast? Or does it just take a while to get started?
