Fast Page loads but Slow Downloads? ICS win2k->winME

i just formatted my comp and installed winMe.
i setup ICS in my house and the client computer [winMe] is going
raelly slow when downloading files [1-7kb]. i tried several sites. the pages load up quickly and i did bandwith tests which turned out fast.

before winMe, i had win2k, and it was going fast. am i missing some kind of ICS patch when using winME?
 
I'd like to add that I hate Windows ME almost 100% ........

Yea winme really is pretty bad. Im on it right now. I was on win98 before and it def. feels like I downgraded.
