Khan's motivation was revenge, pure and simple, no matter the cost. Chang's wasn't. AFAIK Chang's motivation was to ensure that the Klingon Empire did not make peace with the Federation, but ideally he'd like to have it out with Kirk (because Klingons like to do that sort of thing, warrior to warrior, blah de blah de blah) as well.
If all Chang cared about was having a crack at Kirk, then the whole plot line wouldn't have happened in the first place. Chang would have showed up with the prototype Bird of Prey before the Chancellor's ship turned up, uncloaked, thrown down the gauntlet and a taunt or two, hope that Kirk rises to the bait, if not fire a few torpedoes at him then cloak and rip him a new one before Kirk thinks of modifying a torpedo to look for gaseous anomalies.
Of course there would have been no reason to do that because Chang's motivation wasn't revenge!
So, the two antagonists are alike because...? They both quoted stuff? Does that also mean Picard in First Contact was just like Khan because he quoted Moby Dick?
I guess you could say that they both made it personal even if it is a completely different level.
