I don't know where the charge goes, because I haven't gotten to that part. I think this game plays fine on my machine, AMD 2600+, 512MB, and a Visiontek 9250 graphics card! The settings are on medium, but I haven't gotten any lockups/freezes, or odd behavior.
So if you don't have, buy it.
 
awesome game
but the difficulty curve is whacky

it goes from easy to medium, to kinda tricky...to near impossible
the trained trigens carrying rocket launchers suck
