fans stutter, then stop

I just put a new antec earthwatts 500 into a computer that had a PSU fail in it, and when i go to power up the fans give a little nudge, sort of like a spasm, then they stop, then nothing...I'm trying to figure out what the culprit here is but i'm kind of lost.

HD is fine, i just backed it all up just in case, but i had it in another tower, so that's good...

CPU is a 2180, i pulled the fan off to see if there was any indication of heat scoring or anything like that (I have no idea, people have said failing psu's can do weird things) it looks fine, the thermal paste is as it should be, liquidic, not burnt or dried at all.

I've got everything unplugged with the exception of the mobo, hd, cd-rom and power switch for the tower. Other than that I've disconnected all USB, floppy, lights, etc. just to rule out anything.

I pulled the mobo out to make sure there was nothing touching the case...obviously there's not but I wanted to be sure.

I'm hoping it's not the mobo or chip and i'm simply overlooking something, and I don't want to swap another better chip (6550) just to find out it's frying chips :( lol, then i couldn't talk to anyone here.

mobo is a elitegroup g31t-m i got at fry's with the 6550. any suggestions would be appreciated since as I said, maybe i'm overlooking something.

It made a popping sound kind of like someone stepping on rice paper, then a puff of smoke came out the rear fan...

Likley a bad psu, maybe a problem with the power good signal. I had a new Enermax do the same thing.

but it's a brand new psu, the old one obviously was bad, but this is fresh out of the box...this stuttering thing is exactly what the other one did before it shorted out...

I think it may have damaged the motherboard, the old PSU. I'd have the ram, cpu, gpu and hdd tested in another machine that will support them, if they all pass, then test the psu with a multimeter, and if it passes, then time to replace the motherboard.

I was going to start swapping parts out like you mentioned, I just wanted someone knowledgeable to say that first before I tried anything :)

seems to be the mobo :( I swapped out the ram, cpu, everything always came up the same...but they all worked fine in the other tower.

Thanks for the help, i'll have to RMA it and get another...does anyone know about the quality of this company elitegroup? I just got it with a package deal but i've never had parts show up doa before...
