Fans speed

This is quite a dumb question, but I really don't know how to setup the fans to different speed. Is it through the BIOS or some jumper setting?
 
Most fans are stuck at their RPM level, but IIRC some motherboards can slow the fan down, don't know which though.
 
Unexpected and expected reply. Expected because that's what I always throught until I bought recently the panaflio fans. On the box it says it has 3 different speeds...
