Fans REALLY loud when start up computer

just started recently after building my new pc rig.

this happened with my old rig, my amd xp rig, i would start up the computer, the fan, i believe it was the GFX CARD FAN, would rev up reallly high, then once win xp started, it'd calm down.


is this a power surge, i.e. need to replace to PSU?

any thoughts please. my current rig is listed in my signature.
 
I think some newer video cards have their fans on full speed by default. When the OS loads the drivers will see the temp is low enough, so they slow the fan down.

At least that is my uninformed guess as to what is happening.
 
My graphics card cooler does something similar. Turn the computer on and the fan roars (X1900XT) but then once the system POSTs it calms down. Nothing to worry about, many new cards do this because they may need that fast fan to keep cool under load but don't when idle so slowing it down cuts down on idle noise.
