Question Fans don't spin, no video

Trying to use a RX 580 with a 450w power supply.

Yes, I get it, 450w is probably too little, but would that actually cause the video card to not work at all?

I would expect random shutoffs or whatever, but to not power on at all?

Also, theirs not much connected aside fro ma hard drive and dvd drive so 450w should be enough.
 
They say 500w, but that also accounts for people using low quality units below the recommended size. More info is needed in order to provide anything other than generic response. Also, many video cards don't use the fans until the card hits 60c.

What is the model number of the card and the power supply? Are they both new parts, or are they used? If used, how old is the PSU?
 
I doubt the PSU size is the issue. Most cards use like 10W when just sitting idle in 2d mode. Also, many newer cards don't turn the fans on until they have load on them. When sitting here browsing, my GPU fans are not turning.

Was this GPU purchased new or used? Have you double checked the PCI-E power connectors going to it?
