Fans don't shut off? Weird problem

I made a post here in sharky forums, this describes my problem

I just made a new computer for someone and it all went good, no errors, but the only problem is that if the power supply is on then all the fans will stay on at a low RPM

does anyone know what could be causing this?

edit: forgot to mention that it's not just the case fans... also the CPU fan is staying on

prob need more info. board, power supply...at least for a start? i thought there were some boards that would leave the fans on for a bit after shutting down to keep the temps down on the cpu after the fan would normally stop. or maybe i'm thinking of an "add-on" deal that i've seen somewhere...
 
oh sorry, it was listed in the other post... it's an antec 300w smart power and a Asus A7N266 nForce

I thought it might be a safety feature too, but then I let it go and it went on for 4 hrs + with the fans still spinning
 
In my experience, the nForce series of mobos keep the PS/2 Port powered for the mouse until it is unplugged from the wall... DO you have the fans plugged into the "FANS ONLY" line of the antec, and if so, does the PSU keep that line powered? (<- question for PSU expert)

I guess I could run a volt meter, but even the mobo ones are staying on... which run from that big one (12v)

anyone else have some ideas?
