Fan wont work properly

clock speeds at 735/1812 & 1100/2200.

runs stable, can get a little warm sometimes but my problem is the fan wont go to %100, it just sits @ 30% so i have to use rivatuner for the fan before i play a game.

could it be the drivers?
 
Just use riva tuner and that is all. Nvidia is not demented, to force the fan to run at 100% and make the card sound like a jet plane, just to let you overclock the sh** out of it. That 30% fan speed has it's meaning: to keep the card very silent. Of course that it might get very hot because of that. My 8800 GT with no oc used to hit 86-90 C under load, because the fan worked at 30%, like yours. That was hot, but it didn't caused crashes or an early death of the card. It's the way they make the cards today: hot and silent. ATI does it too. 😛
