Fan To loud to long

When my cpu peaks up to 50c+ my cpu fan peaks at 5000+ rpm, after i close the aplication that was using up my cpu, the temp drops down drastically to an avg of 44c but my fan runs at 5,000rpm for a very long time. I am using an underclocking tool to underclock the system for 2 sec and then bring it back to default, this lowers the cpu fan instantly. What is going on? any way to lower the sensitivity in the fan/Temp controller? and what controlls the cpu/dan speed?

Try a bigger aftermarket heatsink like a Thermalright XP90 or a Zalman CNPS7000AlCu. They dissipate heat a bit more efficiently than a stock heatsink and maybe will even out your cooling curve a bit.
