Fan speed vs thermal compound

Hi

Running AthlonXP 1600+, no O/C. Runs at 47C idle, 53C full load. Case runs about 32C.
Some other sensor (I'm guessing inside my Enermax EG365P-VE(FC) power supply) reads 34C.

CPU HSF is ThermalTake Volcano 7. Is runs about 4000 RPM (it can run faster but it's LOUD).
I have the CPU HSF ducted to pull air from outside case, which really helped temps (brought them down from 60C !)

Temps still seem high. I have another 1600+ that runs at 40C full load, but it has a 7000 RPM fan on it (can you say 'jet engine :) ), and lower case temps.

Question:
Could the 47C idle temp of my 1600+ be due to the fan speed (4000 RPM) or maybe my own faulty application of thermal compund?
I'd love to cool it down to normal so it can overclock it.

well, what motherboard do you have? with Socket-a temps, the motherboard, above all else, is teh deciding factor in what kind of temps you get.
