Fan speed problem HD 7950

Hello,
I've recently bought the HD 7950 graphics card.
I've noticed its making alot of noise so I tried to change the fans speed through AMD CCC, but unfortunatly I've noticed there isnt any difference in the noise level between 20% to 100%.
So I downloaded AfterBurner, and I've noticed the fan is spinning in 3400RPM wether he is on 100% or wether he is on 20%.
Something is not alright...
Is there a way to fix this or do I need to use my warranty?

Maybe the card has a customized BIOS where the previous owner reset the fan to only spin one speed? Can you try turning off the computer, switching the little switch on the card from position #1 to position #2, and then booting up and see if the fan speed can be controlled?

I'm assuming you bought the card used and the former owner customized its BIOS.
