Fan Speed?? Possible Defective Fan?

Just built my first puter using a 1.2 gig t-bird.
Rather then use the stock h/s with it,, I bought the Taisol cgk760092b h/s and fan combo.
I am using a ASUS A7V133 mobo and installed the asus probe. When I look at the fan speed info using the asus probe,, I see the speed wavering as much as +/- 250 to 300 rpm. That doesn't bother me too much. But,, there is a vibration that I can feel (more like a loping or resonance when two things are just slightly out of phase or similiar to when something is off balance) when I touch the case. I opened the case and disconnected all the fans but the cpu fan. The vibration is still there. I shut the pc down,,, and removed the cpu fan. When I used my finger to spin the blade,, I can feel something like a notch or bump feeling as I spin the blade.
Is it possible the fan is bad???

um, the vibration is SOMETIMES normal, that's on account of the airflow, and also sometimes fans have certiant places where they rest within their enclosement, so that may be what you're feeling, does it feel like there is lots of resistance, or just a small point it feels different when you push it around? are there more than one?

The speed variation is pretty normal, I have found some fans do it and some don't.
The bump you feel when you spin the fan is completely normal, and you don't hve to worry about it.

my 2 cents is return it to be sure.I bought new volcano ll it started to make noise and i blew two powerer supplies
