Fan speed controller work for any fan?

I dont deal with fans often. I was just wondering, can you use a fan speed controller for any fan? I have a zalman 9500-led and am planning on upgrading to lga 1155 system soon, can I use my zalman fan controller on lets say a cooler master hyper 212 plus fan? Would that work?

the fan on the 212+ is a PWM fan i think, you don't need the controller, just let the motherboard control it. or use software. it would work but you would have no PWM control.
