Fan speed control Utility

Anyone here knows any utility that can control the fan speed of geforce6600GT? my video card is reaching 91C on max load. And it is poping out an nvidia warning message that is saying "not enough power etc", which automatically downclocks my video card to 500/500. I have daignose this problem for 3weeks and i am 100% sure that it is the temperature trigerring this.
 
it is not stated on the site that it can also control video card's fan speed. i will try it anyways. thanks! any other utility?

is 62C idle - 91C max normal for you 6600GT agp card??? is my card's cooling system defective?
