Fan Speed Control not working?

Basically my EVGA card sounds like a jet engine, I just recently discovered it was the card after a year or so. So I took it apart cleaned it, and it still sounded awfull.

I throttled from 25% fan to 100% fan and back to 25% many times staring at the fan and straining my ears to hear any difference and it looked like absolutely nothing happened. So I'm thinking this is an issue with speed control, I've tried using both Ntune and rivatuner and I saw no change with either one.

I'm using the newest nforcedrivers,

My bios is 5.70.02.13.01


Any ideas/suggestions?
 
Well theoretically yes rivatune does along with Ntune, both of which I tried. However neither budged my fan one bit from it's jet engine speed. I'm dismantled the thing top to bottom, I guess next step is flashing to .03 bios but I'm semi wary of that. Might try it once I get an 8800 card post-christmass sales and stick this one in my old rig.
