Fan speed constantly increasing and decreasing

My fan speed is constantly increasing and decreasing. It seems that the cores are heating to 85 C and then the fans get really loud. After the temp goes back to 80 C, it quiets down. Is there any way to set a constant fan speed to somewhere in between? I know next to nothing about computers so if there's any info that you guys need please ask.
 
The real question should be:

why is your cpu at 80C?

that is very high if that is idle temp. If that is load temp you should get a better cooler then.
