Question Fan speed behavior during boot up on new motherboard

I recently purchased an MSI B650 Tomahawk WiFi motherboard. When I power on the PC, the PC is nearly completely silent as the case fans and CPU fan speed seem to be at there lowest speed as they are still spinning. This last for about 5 seconds, then gradually but slowly the fans increase to the speeds I set them to in the BIOS. Is this normal behavior for a motherboard? I'm using a CoolerMaster Hyper 212 Black for the CPU cooler and 3 standard 120mm Cooler Master case fans set to full speed via DC mode in the BIOS. Cpu fan is set to PWM mode in the BIOS. I set the case fans to full speed (~1200 rpm) and CPU fan to a minimum speed of ~1200 rpm, as to not have my CPU fan constantely rev up and down. Fans stay the same speed if I reboot the system, it's only when I power on the system that this issue (or is it an issue?) occurs. I'm also using the integrated graphics, so no dedicated graphics card installed. I don't recall a motherboard that would run all fans to the slowest speed for a few seconds then gradually speed up the fans while system boots up.
