Fan Speed Adjust Program

Anyone know where to find the Fan Speed Adjust Program for windows?
I am pretty sure that they do exist. they are functioning by adjust the voltage on the mainboard.

Unless there is a new motherboard that changes the voltage to the FAN header plugs, I don't know if this is possible via the BIOS. It would be a neat feature for sure. Only way to slow down your fan is to undervolt them to spin them slower. You have to do this with added hardware like a resistor a fan-speed controller. I think some cooling/heatsink companies make them.
 
thank you , guys, I got a Zedman 3100 fan, It is damn quiet.just 20db, and work fine with my Tbird 1.2, but in order to make sure it is safe when i am out, I lower the bird to 1.0. and the temp is about 38 degree C , it is good.althought there is some bad reviews on it. highly recommand it.
