Fan Settings?

if the fans are connected to the motherboard fan headers, you should be able to enter the bios at startup and set the speeds there, or use a utility like speedfan to control them from within windows.

if they're just connected to the power supply, you'll have to buy an inline fan speed control that will go between the fan and the PSU, or a 5.25 bay fan controller that you can plug all your fans into.
