Fan Running Full Tilt

Just got an EVGA 7600GS from Newegg (this one). Installed it and loaded the latest nVidia drivers from nVidia's Web site. But the fan on the card runs at 100% all the time (makes a loud hisssssing sound). I downloaded RivaTuner and tried to adjust it that way, but it continues to run at 100%. My 7600GT in another computer initially runs at 100% at bootup, but then slows down to where you can't event hear it. It spins up when I start up a 3D application like a game.

Is this card defective, or am I doing something wrong? Any suggestions?
 
I guess I will do a little trouble shooting by pulling the card out and trying it in a different motherboard. If it continues to run full tilt, then I guess I will have two choices:

1) put on a third party controller like that made by Zalman (I don't really want to spend the extra money - defeats the whole purpose of buying the card and getting a good deal)

2) RMA the card back to Newegg and either get a new one or get a 7300GT with a passive cooler.
 
Sounds like either the fan itself, or the fan-controller on the video card is defective ... one of the two solutions you mentioned is the way to go.
 
Update -

Technical support at EVGA e-mailed me about the problem I am having with the fan speed on the 7600GS. They recommended that I RMA the card. They said the card was faulty.

Packaged it up and dropped it off at the local UPS store this afternoon. I really hate having to pay for shipping again. I already payed Newegg to ship it to me the first time, and now I have to pay to ship it back.

The money I saved on this card is quickly evaporating. Now I will probably have to wait two weeks before I get a replacement... :|
