Well with 30 DB being a soft whisper at 15' in a library and 60 being normal conversation, I would say both of them would be very quiet. The important thing is if you give up alot of CFM for the reduction.
 
it is actually very difficult to distinguish the difference two fans if the db rating is less than 10db apart... it is, afterall, a logarithmic scale... 😉
